Sharing in the ownership of a high-acuity nurse staffing company, Mr. Williams learned first-hand the challenges presented in “highly-charged” healthcare facility environments.  It seemed that good people desiring to serve the system's goals were plagued with bad processes and policies that limited their ability to do their jobs effectively. 

Leaving healthcare for a period, the opportunity presented itself to work with a company dedicated to improving business processes in multiple industries by applying the Theory of Constraints to drastically improve outcomes and bottom-line revenues.  After obtaining the “Jonah” certification, Mr. Williams recognized the tremendous potential to improve the current “system” of healthcare services whether For-Profit or Not-For-Profit by applying the same proven improvement methodologies inherent within ToC to process-driven hospital theatres.  Research revealed that ToC had been applied to the healthcare industry in other parts of the world with dramatic results.  Further research revealed that operational improvement methods applied to the U.S. healthcare market had been centered around efforts attempting to eliminate variation from processes prone to unpredictable demands.   After forming TOCH, Inc. and making acquaintance with Julie Wright, the author of We All Fall Down, a novel detailing the application of ToC to the British NHS, an alliance was formed to bring the benefits of ToC to the U.S. healthcare market.
